DA Ryan appointed Detective Lieutenant Robert Dougherty to his current position as second in command of the Chester County Detectives (CCD) in January 2021. Lieutenant Dougherty has worked for CCD since 2001. As a detective in the Major Case Unit, he was assigned to the FBI Joint Terrorism Task Force for nine years. He later served as Detective Sergeant, supervising the CCD’s Crime Scene Unit, Computer Forensic Unit, and the Drug and Organized Crime Unit.
As supervisor of the Drug and Organized Crime Unit, Lieutenant Dougherty oversaw the CCD’s High-Intensity Drug Trafficking Area Task Force (HIDTA) and the Chester County Municipal Drug Task Force. The Drug and Organized Crime Unit won the prestigious 2014 National HIDTA Award for Outstanding Investigative Effort under Lieutenant Dougherty’s command after the unit dismantled an expansive drug trafficking organization that netted more than 50 arrests.
Lieutenant Dougherty’s career started with the Philadelphia Police Department in 1978, first in uniform patrol and then as a detective assigned to the South Detective Division, Special Investigation Unit.
