DUI Program Overview


Overview

In 1977 the Alcohol Highway Safety Program in Pennsylvania was formalized as a result of revision of the Motor Vehicle Code (Title 75). This provided for DUI coordinators to be named in each county, under the auspices of the President Judge of the county. The DUI coordinator oversees the Alcohol Highway Safety School (AHSS), the Court Reporting Network (CRN) evaluations and proper referral of the offender for drug and/or alcohol treatment assessment. In Chester County, this process is overseen by the Chester County Adult Probation & Parole Department's DUI Program.


Court Reporting Network (CRN) Evaluation


The CRN evaluation is required for all DUI offenders in the State of Pennsylvania. The purpose of the CRN is to determine if you will be referred for a more comprehensive D & A assessment. It is also used as a statistical tool for Pennsylvania. The evaluation takes 30-45 minutes and you will need to bring the following:

  • Driver’s License or form of identification
  • Criminal complaint
  • Date of arrest
  • Blood alcohol content (BAC)
  • $75 CRN fee (must be paid prior to the evaluation (cash, credit card, check or money order) at the Probation, Parole & Pretrial Services Office.

You will be given a copy of your CRN evaluation results. If you are recommended for further evaluation, a list of providers will be included or you may contact your insurance provider.


Alcohol Highway Safety School (AHSS)


The Chester County DUI Program is certified through the Alcohol Highway Safety Program of the Commonwealth of Pennsylvania to provide this 12.5 hour class which is a requirement for DUI offenders. Instructors are certified through the PA DUI Association under the auspices of the Pennsylvania Department of Transportation.


AHSS is held at the Government Services Center. Class options:

  • Saturday and Sunday, 9AM-4PM - It is suggested that you bring a lunch.
  • Monday and Tuesday, 9AM-4PM - It is suggested that you bring a lunch.
  • Spanish Language classes held Saturday and Sunday, 9AM-4PM.  

The cost for the class is $225 and must be paid in full prior to scheduling. Payments must be made at the Adult Probation OfficeAcceptable forms of payment:

  • Cash
  • Credit card
  • Check or money order made payable to Chester County DUI Program

Attendance at the Alcohol Highway Safety School is mandatory under Pennsylvania law. Failure to attend will be reported to the Court and/or your Probation Officer. You must attend all scheduled classes unless granted an excused absence by DUI Program staff in advance. 


If you miss a class without a previously approved excuse, you will be assessed a $50 rescheduling fee. This fee must be paid at the DUI Program offices prior to your make-up class.


If you live within a 50 mile radius of the DUI Program office in West Chester, you must take the Alcohol Highway Safety School classes in Chester County.


The objectives of the AHSS are to provide students with a basic knowledge and understanding of alcohol and controlled substances and their effects on metabolism and judgment, alcoholism and drug addiction, as well as highway safety, to encourage a positive change in student’s attitude concerning driving under the influence of alcohol or a controlled substance.


Completion Notification


You will receive a copy of your CRN evaluation and a Certificate of Completion for the AHSS. In addition, a copy of your CRN and your AHSS completion date will be provided to the Probation, Parole & Pretrial Services department.
