The 2023-2027 Consolidated Plan and 2023 Action Plan is available for public review and comment from March 23, 2023 through April 21, 2023.

A hybrid public hearing to solicit comments on the proposed Plans will be held at 4:00 p.m. on Tuesday, April 11, 2023 in person and via Zoom.

The 2022 Consolidated Annual Performance Evaluation Report (CAPER) is available for public review and comment from March 15, 2023 to March 29, 2023.

The 2022-2023 Community Revitalization Program Request for Proposals is open. Please visit the Apply for Grants page to view guidelines and access the application link. 
Applications will close on Thursday, April 20, 2023, at 3:00 p.m.

  • For information on Chester County Emergency Rent and Utility Assistance, click here.
    • DCD grantees of ERAP Funding will serve individuals and families that:
      • Qualify for unemployment or have experienced a reduction in household income, incurred significant costs, or experienced financial hardship, during or due, directly or indirectly, to COVID-19.
      • Demonstrate a risk of experiencing homelessness or housing instability. 
      • Have a household income at or below 80 percent of the area median (income limits are subject to change per guidance from the federal government)
    • Qualify by meeting at least one of the following criteria:
      • Possess a court-ordered eviction notice
      • Have a utility shutoff notice
      • Require security deposit assistance for moving to a new rental unit in Chester County. Note that a lease must be in place or ready to sign at the time of the 2-1-1 call.
