Community Construction and Public Works

DCD provides federal funding and technical assistance for community development efforts in Chester County, including neighborhood revitalization, acquisition, construction, and/or rehabilitation of community buildings and public works activities such as water main installation, street and curb repairs, or streetscape improvements. All activities funded by DCD must be put out to bid.

Community Revitalization Program

Urban center municipalities, which include Chester County's 15 boroughs and the City of Coatesville, may apply for Community Revitalization Program (CRP) funding. CRP awards support infrastructure improvements, streetscaping activities, economic development opportunities, and other projects that promote the revitalization of Chester County's urban centers.

Community Construction

DCD allocates federal funds on a competitive basis for the acquisition or renovation of buildings in Chester County that are available for use by the general public. Construction activities are supported with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development. Selected activities must comply with CDBG objectives to serve primarily those whose income does not exceed 80% of the area median income or create jobs that initially have low skill requirements.

Public Works

Through a selective request for proposals competition, DCD awards federal funds for activities that install, construct, or rehabilitate public facilities in Chester County. The public facilities include but are not limited to streets, street lights, curbs, sidewalks, water mains, sewer mains and stormwater infrastructure. These activities are financed with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development. Funded activities must comply with CDBG objectives to serve primarily those whose income does not exceed 80% of the area median income or focus on areas with a concentration of low- and moderate-income people.
