The Chester County Commissioners have adopted strategic plan goals for water quality improvement as measured by a decrease in the number of impaired streams and an increase in the number of clean water partnerships to promote recovery of the Chesapeake and Delaware Bay. The strategic plan also includes an ambitious land preservation goal. The Brandywine Headwaters Preservation Program is an effort to advance these complimentary goals concurrently by targeting limited land preservation dollars. Through this program, the County strives to increase the number of partners, further leverage limited public funds, and promote water quality improvements and permanently preserve land.
