2011 Transportation Improvements Inventory (TII)

The Transportation Improvements Inventory (TII) is a comprehensive record of known transportation needs and projects within Chester County. The TII is updated biennially and contains projects that have been recommended to the Planning Commission by municipalities and other stakeholders over time. It includes 464 proposed roadway, bridge, bicycle and pedestrian, freight, and transit projects with a total estimated cost of $5.4 billion.

2011 Transportation Priority Projects

As input for the development of the 2013 Transportation Program, representatives from various Chester County organizations presented this list of the County’s transportation priority projects {Go!} to the State Transportation Commission (STC) in September 2011. The list was supported by the Chester County Commissioners, State Legislative Delegation, and Planning Commission.

Transportation Improvement Program (TIP)

The Transportation Improvement Program (TIP) {Go!} is the regionally agreed-upon list of priority transportation projects, as required by federal law. The TIP shows estimated costs and schedule by project phase and is financially constrained based on the amount of federal, state, and local funds that will be available for transportation projects in the region. The TIP includes roadway, bridge, public transit, bicycle, pedestrian, and freight related transportation projects. The TIP is adopted by the Delaware Valley Regional Planning Commission (DVRPC), {Go!} which is the federally designated Metropolitan Planning Organization for the Philadelphia--Camden--Trenton Metropolitan Area. The TIP can be amended after it is adopted and is updated every two years. Draft FY2013 - FY2016 TIP Released for Public Comment

The Delaware Valley Regional Planning Commission (DVRPC) {Go!}  has released the Draft FY2013 TIP {Go!}  for public comment from May 3, 2012 to June 1, 2012. The Draft TIP includes approximately 385 projects totaling over $3.7 billion of investment in transportation during the next four years in the five Pennsylvania counties of the DVRPC region. There are over 50 projects in Chester County totaling over $297 million for the next four years. The Draft FY2013 TIP {Go!} documents for public comment are available on the DVRPC website, including a list {Go!}  and map {Go!}  of the projects in Chester County. DVRPC is hosting a public meeting on May 15, 2012 from 4pm to 6pm to provide general information and receive comments. Written comments will be accepted until June 1, 2012 and can be emailed to tip-plan-comments@dvrpc.org {Go!}  or submitted using an online form. {Go!} The TIP will be presented for adoption by the DVRPC Board at the June Board meeting.

FY11– FY14 TIP

The FY11 – FY14 Transportation Improvement Program (TIP) {Go!} for the five Pennsylvania counties in the DVRPC region includes almost 400 projects totaling over $2.9 billion for the next four years. There are 60 projects in Chester County programmed with over $390 million for the next four years. Copies of the FY11 – FY14 TIP {Go!} are available on the DVRPC website, including a list {Go!} and map {Go!} of the projects in Chester County.

The Chester County Planning Commission and Health Department, working in conjunction with seven municipalities in the central portion of Chester County, are developing a Bicycle and Pedestrian Plan for the Downingtown, Exton, West Chester area. Existing Surfaced Trails Map

The Planning Commission completed a trails inventory based on adopted municipal plans and studies. The project included coordination with land trusts, conservancies, other County Departments, and 73 municipalities to verify the data. The inventory includes 276 miles of existing surfaced trails in 55 Chester County municipalities.View the map {Go!}

Chester County Trail Projects

Chester County is working to advance construction of two multi-use trails within the County to enhance regional trail connections. For more information about the trails visit Chester County Parks & Recreation. {Go!}

A two-page description {Go!} of emergency detour routes on expressways that explains the signage of these detour routes, their usage, and provides a link to detour maps.

PennDOT’s Planned 2012 Roadway Maintenance

In 2012, PennDOT plans to resurface over 53 miles and seal coat over 69 miles of state-owned roadways in Chester County. The PennDOT 2012 Resurfacing Program Map {Go!} and the PennDot 2012 Seal Coating Program Map {Go!}  show roadway segments that will receive maintenance. This brochure {Go!} shows public transportation within Chester County and to surrounding areas, including Philadelphia.

Public Transportation User Guide  

This document, created by the Chester County Departments of Health and of Human Services, is a public transportation guide for Chester County families and caregivers. Guide is available in English {Go!} or Spanish {Go!}

Funding Rehabilitation of Rudolph and Arthur Covered Bridge

The Rudolph and Arthur Covered Bridge, which is a Chester County owned bridge in Elk and New London Townships, has been selected by the Federal Highway Administration (FHWA) for the FY 2009 National Historic Covered Bridge Preservation Program {Go!} and awarded $1.6 million in federal funds for design and construction of the rehabilitation.  The application {Go!} for the program provides information about this historic bridge.

Circulation Handbook

The Circulation Handbook {Go!} is a tool that can be used to create a balance between accommodating transportation needs and protecting and preserving the environment in Chester County. It is a resource about the design and review of land developments plans for municipalities, planners, designers, and developers. The Handbook identifies commonly accepted design standards and provides policy recommendations for municipal ordinances and transportation studies.

Travel Time Surveys, 2000-2009

Presents a summary of travel time surveys {Go!} conducted on major roadways in Chester County over the last decade. The data sheet reports county-wide results, specific trends, and identifies major factors affecting travel speeds in Chester County.  Noteworthy from the data sheet, county-wide travel speeds decreased 3.5 miles per hour between 2000 and 2009 based on the seven routes surveyed.

US 202 Section 300 - Congestion Management System

  • PennDOT is proceeding with major improvements to US 202 between US 30 and Swedesford Road. This PowerPoint presentation {Go!} illustrates the Congestion Management Program that is one element of the overall project.

Technical Memorandums

As the County’s long-range transportation plan develops, technical memorandums will be published and made available for public review. Different modes of travel will be addressed with background information, analyses, discussion of issues, and recommendations.
