Erosion & Sedimentation / Stormwater Management

Program Overview
A Chester County Conservation District Urban Resource Conservationist is assigned to each municipality in the county. See the E&S Municipality Coverage list to find out the name and telephone extension of the conservationist who covers the township where the project is located.

Erosion and Sedimentation Program
Under a Delegation Agreement with the Pennsylvania Department of Environmental Protection (DEP), the District assumes local responsibility for specific program activities related to controlling erosion and the resulting sediment pollution for all types of earth moving activities.

NPDES Program
The District administers the National Pollutant Discharge Elimination System (NPDES) to ensure that Best Management Practices (BMPs) are implemented to control accelerated erosion and sedimentation pollution associated with land development projects. This permit specifically regulates the discharge of stormwater from construction activities. Individual and General NPDES permits are issued based on whether the receiving watercourse is High Quality(HQ), Exceptional Value (EV) or non-protected.
